Our client requires a consultant to support their planning of their new Telework and upcoming enterprise program deployment. This position will help provide subject matter expertise, project leadership and coordination.  The Telework Project Initiative SME/PM requires 10-15 plus years relevant experience.

The Telework Project Initiative SME/PM brings proven telework implementation experience in the creation and deployment in large, complex organizations. Public sector experience is preferred. They work with and/or consult with the client to codify policy and develop procedures for program operations, establish agency roles and agency readiness standards, define eligibility criteria, ensure development of  training materials/assessment guides, develop implementation strategy inclusive of change management, work with IT on supportive technology, and analyze problems to advise and make recommendations solutions based on hands-on experience solving similar business problems.   The SME will be work with the HR team and their customer agencies.

 

CONSULTING AND SUBJECT MATTER SUPPORT

The candidate should have the following consulting services skills and demonstrated experience:

  • Requires experience providing consulting services to governmental entities related to telework programs that yield benefits for employees and agencies
  • Advises client and/or client agencies on criteria critical to the success of a telework program
  • Guides executive-level stakeholders based on industry best practices
  • Requires specific expertise in telework program implementation
  • Guides development of eligibility decision making tools development
  • Guides development of performance management standards development
  • Guides development of employee and managerial training
  • Requires development of material and guidance to agency personnel and leadership on establishing an “outcomes-based workplace”
  • Analyzes all telework employee materials (including but not limited to policy, outward communications, web materials, self-assessment guides, employee and managerial training) for clarity and usability
  • Requires development of program assessment measure and tools
  • Conducts analysis to identify obstacles and suggests recommended solutions
  • Requires experience providing consulting services to governmental entities.

 

PROJECT LEADERSHIP SUPPORT

The candidate must have experience with providing project planning. This requires an experienced project lead with more than 10-15 years of demonstrated experience with a 4-year college preferably with experience in public sector.  The role and duties may also include, but is not limited to:

  • Reporting Structure
    • Directly reports to the Deputy Secretary for Human Resources
    • Dedicated to the telework development and implementation
    • Takes direction from Director of Employee Relations and Workforce Support, Director of Talent Management, and Director of Delivery Center Human Resources
    • Consults with General Government Delivery Center CIO
  • Project Planning and Scheduling
    • Accountable for delivery of all work tasks identified in the project plan
    • Determines project needs and acquires resources required for the success of the project
    • Plans, organizes, prioritize, and manage multiple work efforts across project teams
    • Creates and maintains project plans using Microsoft Project, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel
    • Directs work planning and scheduling
    • Manages, and tracks the project progress against the project plan
    • Monitors project milestones and phases to ensure the project is on schedule. Take corrective actions if a project begins to slip its schedule
    • Adjusts and revises estimates and plans when necessary
    • Notifies team leads of project timelines, milestones, phases, target dates, and approved work package
  • Project Reporting
    • Prepares status reports on a periodic basis for project team, team leads, group leads, and program manager and appropriate stakeholders
    • Analyzes and distributes reports on project metrics associated with work items related to improvement measures
    • Schedules and monitors status reviews and peer reviews with the appropriate designated resources
    • Identifies and manages project risk and develops risk mitigation strategies, track to closure
    • Captures and reports on required project management metrics
    • Schedules and hosts regularly scheduled meeting as needed
  • Ensure processes and activities are followed
    • Accountable for the approval and sign-off of the project plan with customer representatives, such as portfolio managers, and all affected project stakeholders
    • Manages project scope for the project and gains agreement and approvals of scope changes with customer representatives and affected stakeholders
    • Ensures all changes to scope follow processes and are documented
    • Ensures new changes are approved by the client and agreed upon
  • Build and maintain relationships with key stakeholders and customer representatives
    • Serves as the primary point of contact for all project-related issues and resolution of issues
    • Communicates verbally and in writing to multiple project stakeholders internal and external to the organization
